Srinagar, December 22 -  With Prime Minister not impressed by the pace of development in key sectors in Jammu and Kashmir and the Chief Minister, Omar Abdullah himself not satisfied with the performance of a number of departments rather ministries, as no discernible progress has been made on various fronts, watchers have rated various ministers according to their individual performances.
